is, that people would start growing their own food at home. Also, small, local, family farms will be coming back again. I want to cater to these customers. Most farm supply stores work with large corporate farms. Is this a good time to start something like this up?

I would do this only if you have a lot of knowledge of farm/garden inputs and can “speak organic”. if you don’t have a great pool of knowledge of small farming/serious home gardening do get into this or you will likely fail. But if you have been in this game in another capacity for a while and do have a vast amount of knowledge that do it.

I have considered doing exactly this sort of thing out of my farm store but have not yet made the plunge. I have a deep knowledge of small farming, organics and I already buy a lot of items that would be good to sell in such a store in order to keep my small farm running well.
